The sub-project "Increasing Inclusion for People with Disabilities in Quang Tri, Thua Thien Hue and Quang Nam" is implemented by the Alliance of All for Inclusion (AAI) with five members including Viet Nam Health Improvement Project (VNHIP), Quang Tri Charity Association (QCA), RENEW project, Reseach Center for Inclusion (RCI) , and Funds of Genetic Counseling & Disabled Children (FGCDC)

Goal
- Rehabilitation service for persons with disabilities is enhanced
- Community-based care service for persons with disabilities is improved
- Public awareness and attitude toward persons with disabilities and their social inclusion are improved.
Highlight Results
- 1,400 PWDs were screened and identified as having a need for intervention
- 503 PWDs received rehabilitation intervention at home and at the hospital by 24 physical therapists and 5 speech therapists
- 589 PWDs are cared for at home by 14 nurses and local medical staff
- 850 family members/caregivers trained in home care skills for PWDs
- 103 PWDs received support including installing handrails to help move safely in toilets, bathrooms, stairs... Making ramps suitable for wheelchairs, upgrading toilets...
- 37 commune officers were trained on knowledge and skills working with PWDs and supporting and monitoring the provision of community-based rehabilitation
- 30 rehabilitation technicians from the Centers/Health Facilities and private rehabilitation centers/hospitals were trained on updated rehabilitation knowledge.
Approach
The project has four(04) strategic domains:

Governance: Support people with disabilities to establish their own civil society organizations named Disabled People’s Organizations (DPO). The DPOs promote full participation of the people with disabilities in decision-making process to tackle the inequitable distribution of power and resource.
Education and Life-skill development: Build confidence, pride and life-skills of the people with disabilities. The project support children with disability to go to the mainstreaming schools (inclusive education).

Health: Improve accessibility to health care services including physical therapy and mental health care. For the people with structural heart defects, VNHIP works with the hospitals in the Central Vietnam to provide assessment and counseling for them to make decision.
Livelihood: Improve the quality of life through better living conditions, job, income, food security, nutrition, water supply, sanitation, etc.

THE JOURNEY OF REACHING OUT TO INDEPENDENT LIVING OF PEOPLE WITH DISABILITIES
According to data extracted from "Results of the national survey on people with disabilities in Vietnam 2016-2017" conducted by the Vietnam General Statistics Office and UNICEF, the rate of schools with designs suitable for people with disabilities is 2.9%; The percentage of schools with walkways and ramps for people with disabilities is 8.1%; The percentage of schools with restrooms designed appropriately for people with disabilities is 9.9%. |
